Indicator 11
Indicator 11 measures the percentage of students with initial parental consent to evaluate who were evaluated and had eligibility determined within 60 school days. A school day is defined as a pupil attendance day based on the evaluating district’s official calendar submitted annually to ISBE. The evaluating district is the resident district of the student at the time of the initial eligibility determination, unless the student has been parentally placed in a nonpublic school (Fund Code L or P). The evaluating district for students parentally placed in a nonpublic school (Fund Code L or P) is the district whose boundaries include the area where the nonpublic school is physically located. Indicator 11 data is required for all student records. I-Star records without Indicator 11 data will result in errors. If Indicator 11 data is not provided, you will need to enter the desired code to avoid an error.
From the Student drop-down, select Student Central.

You can search for students by several different filters such as Student SIS ID, Last Name, First Name, School Year, and/or Resident District.
Click the magnifying glass icon to search.

Click the approval record that requires Indicator 11 data.

Confirm that the correct student is selected and click on the “11” icon to enter SPP 11 data.

NOTE: If Indicator 11 data already exists for this student, a warning will populate indicating that any previous Indicator 11 data will be deleted. If you wish to proceed, answer the questions and the system will redirect you appropriately.

Proceed to enter evaluating information and dates for the student.

I-Star will calculate the “School Days To Complete” field. This field is not editable for districts.

If the timeline between the parental consent and the eligibility determination is within the 60 day timeline, click ‘save’.

If the timeline is not within the 60 day timeline, the ‘Reason Timeline Not Met’ dropdown will require data entry to indicator the reasoning.

Click on the “?” icon for a list of “Timeline Not Met Reasons” and their descriptions.


For the students who have moved to the district with an IEP already in place, Indicator 11 data is still required. To show this data from the Indicator 11 screen, click the "Reason Not Applicable" box and select Reason Code 02.
For the list of "Not Applicable Reasons" click the "?" next to the dropdown:

Click save.

To return to student central, click the cancel button.
