Dear Directors,

Packets containing the revised Maintenance of Effort (MOE) worksheets were mailed to all State-Approved Special Education Directors and should arrive within the next few days.   Directors will receive MOE worksheets for districts or member districts of cooperatives for FY 08 and FY 09.  The MOE worksheets based on the FY 08 AFR were compared with the MOE worksheets based on the FY09 AFR to determine compliance with MOE requirements.

The packet also contains eGrant instructions, MOE Worksheet templates for cooperatives and districts, and an AFR Reference Sheet.  Please note that the documents are also attached to this message so that you will have an electronic copy if needed.  The worksheet templates should be used to revise or complete information on the MOE page of the FY11 IDEA Part B grant applications. It is the responsibility of the cooperative as the administrative agent for IDEA funds to share this information with all member districts.  All of these documents can also be found on the special education ISBE website link at http://www.isbe.net/spec-ed/html/idea_part-b.htm.

ISBE has arranged a MOE Webinar to provide technical assistance. The webinar is scheduled from 2:00 p.m. until 3:00 p.m. on Thursday, July 22, 2010. The webinar presenters will discuss the newly revised process for determining compliance with federal MOE requirements. The presentation will include details regarding the revised MOE worksheets, ISBE calculation, relation to the Annual Financial Report (AFR) and the completion of the MOE page in the FY11 IDEA Part B application.
