Please read through the following information completely as there are substantial procedural changes for FY 2020 IDEA Part B Flow Through and Preschool allocations and application submission. Directors, please send to appropriate member district personnel.
Preliminary FY 2020 IDEA Part B Flow Through and Preschool allocations as well as Nonpublic Proportionate Share estimates for each district in both programs have been calculated and can be accessed below.
You will receive a separate notification of FY 2020 IDEA Part B Flow Through and Preschool grant application availability in the electronic Grant Management System via IWAS.
Please note the following important changes:
- The allocation files reflect the amounts for districts receiving FY 2020 IDEA Part B funds directly as well as the special education cooperatives that requested a one year extension.
- Districts that are allocated funds directly will complete a new IDEA Part B Flow Through and Preschool Consolidated application for FY 2020.
- The new system will be labeled IDEA Part B Consolidated Application
- District superintendents will be granted automatic approval and access to the new system when it is available in IWAS. Other personnel that wish to access the application can request authorization by clicking the 'Sign Up Now' button once the application is released.
- The new system will be labeled IDEA Part B Consolidated Application
The district superintendent or administrator will grant authorization and appropriate access to use the system.
- A new feature in the IDEA Part B Consolidated application for districts is the ability to complete a separate budget for the 15% set aside for Coordinated Early Intervening Services (CEIS)
- Districts that complete a CEIS budget will have a separate project created in the Financial Reimbursement Information System when the FY 2020 initial application is approved

In order to receive reimbursement, districts will need to submit separate expenditure reports for the primary IDEA Part B grants as well as the new CEIS project. (See Pages 26-28 of the Grants Policy Handbook for guidance on expenditure report completion).
As a reminder, federal grants are vouchered every Wednesday. Approved cumulative expenditure reports submitted on Tuesday evening will be loaded the next day and processed for payment.
At minimum, districts must submit cumulative expenditure reports on a quarterly basis (i.e. Thru Sept 30, Dec 31, Mar 31 and June 30).
- Special Education Cooperatives that requested an extension will submit separate IDEA Flow Through and IDEA Preschool applications as in the past. CEIS set asides will be noted for member districts. Cooperatives will continue to collect CEIS data and expenditures from their member districts manually.

- 2018-19 Public Enrollment – Reflects resident PreK-12 district enrollment taken as of October 1, 2018.
- 2017-18 Nonpublic Enrollment – NEW. Since the 2018-19 enrollment is incomplete the final 2017-18 Nonpublic Enrollment file is being used. 2018-19 enrollment will be used for final allocations.
- FY 2020 Low Income – Preliminary Dept of Human Services Low Income data is used https://www.isbe.net/Documents/Pre-DHS-Pop-FY20.pdf
- Allocations – NEW. Because some data sets are incomplete and to minimize downward amendments, allocations are computed at 95% of the estimated FY 2020 amounts.
- Final allocations will be computed in the early fall and will be consistent with prior year methodology.
- 2018-19 Public Enrollment – Reflects resident PreK-12 district enrollment taken as of October 1, 2018.
- Pending district withdrawals from joint agreements that are scheduled to take effect on July 1 are not reflected in the allocation estimates.
- The Nonpublic Proportionate Share (NPPS) set aside amounts utilize the final December 1, 2018 special education child count and the parentally placed nonpublic students identified as Fund Code L, P or N.
- The file presentation is different than in the past but there is no change in the NPPS calculation methodology per the federal IDEA rules (see 34 CFR 300.133).

If a nonpublic school does not appear in the list, it is due to one of the following reasons:
1. The nonpublic school was reported as “For Profit.” Per federal rule, only enrollment reported from nonprofit elementary and secondary schools can be counted for distributing 85% of the remaining IDEA Part B grant funds to all local education agencies after the Base Year has been subtracted.

2. The nonpublic school is also an ISBE-approved nonpublic special education program. The nonpublic school enrollment was removed since students placed by their home districts in a private facility should be included in the enrollment reported by these public school districts.
3. The nonpublic school did not choose to register and report enrollment this year.
