FY19 IDEA Excess Cost

The FY19 IDEA Excess Cost worksheets are available.  Please carefully review all information provided regarding this annual process for documenting and verifying IDEA excess cost.  The IDEA Excess Cost worksheet, instructions, and resources are available on the IDEA grant webpage at https://www.isbe.net/Pages/IDEA-Part-B-Grant-Program-Information.aspx.  

 

Excess Cost General Information:

 

·         IDEA Requirement - All Illinois districts and state charter schools must submit a completed IDEA excess cost worksheet to the Illinois State Board of Education. 

 

·         Expenditures – The excess cost calculation is specific to district FY18 expenditures (not revenue, not budgets). Districts must use the Expenditures section of the Annual Financial Report (AFR) to complete the worksheet. 

 

·         Data Sources: Completion of the FY19 IDEA Excess Cost worksheet requires:

o   FY18 Total Student Enrollment (October, 2017 Fall Enrollment) – available on the IDEA grant webpage,

o   FY18 Annual Financial Report

o   Current # of Students with IEPs (December, 2018 Child Count) – reports available in I-Star, Reports Release:  IDEA Excess Cost Worksheet

*The initial data submitted in December is sufficient, the final FY19 Child Count is NOT required to complete the calculation.     

o   FY18 # of Students with IEPs  - available on the IDEA grant webpage, and the

o   FY18 IDEA Excess Cost worksheet

           The instructions and the excel worksheet will direct users to the required data sources. 

  

·         Resources – In addition to the instructions, excess cost resources are available on the IDEA grant webpage, including an IDEA excess cost webinar.

 

 

Excess Cost Timeline - The Excess Cost Worksheet must be completed and submitted to the IDEA grant coordinators, via email, as early as December 1, 2018, but no later than January 31, 2019.
