2018-19 Special Education Personnel Data Collection and Approval Instructions

As a reminder, On August 31, 2017, the Evidence-Based Funding for Student Success Act, or Public Act 100-0465 became law.  Separate funding for special education personnel along with four previous grant programs were combined into a single grant program and distributed as Evidence-based Funding (EBF).  Although there is no longer specific state reimbursement for special education personnel, the State Board of Education is required to collect full-time equivalency (FTE) of all staff employed or contracted to provide special education and related services to students with disabilities ages 3-21 under the authority of the Individuals with Disabilities Education Act (IDEA), Section 618.  The data are used for monitoring the program and activities under IDEA. 

Changes in the 2018-19 instructions include:

·        Page 10 - Clarified fiscal year 2017 as the base year in the Evidence Based Funding program used for revenue offsets of personnel if they are included on a tuition cost sheet. 

·        Page 11- Updated the Administrative/Supervisory paragraph.  Since administrative and supervisory staff are not included in the data collection report submitted by ISBE to the U.S. Department of Education, FTE is not reported for the work assignments, Supervisor (SUP) or Administrator of a Special School (A) or the related work assignments for the positions. However, FTE is required for Directors and Assistant Directors of Special Education.

·        Page 14 - Home/Hospital Instruction Guidelines.  Clarified the 2017-18 school year as the effective date for the new method of calculating FTE for Home Hospital Instructors.

·        Pages 15-16 – Adding instructions for calculating Home Hospital FTE

·        Page 18 – Clarified that FTE is not required when selecting the Supervisor SUP work assignment nor is it required for the associated areas of supervision in work assignment(s) 2 and or 3.
