Subject: 2017-18 Special Education Personnel Data Collection – CORRECTED
DEADLINE
2017-18 Special Education
Personnel Data Collection – Corrected Deadline
Please be advised that the final date for
collecting all 2017-18 special education personnel records will be
August 15, 2018 and not January 31. We apologize for the
confusion.
As a reminder, the Evidence-Based Funding
for Student Success Act, or Public Act 100-0465 became law on August 31, 2017.
Separate funding for special education personnel along with four previous grant
programs were combined into a single grant program and distributed as
Evidence-based Funding (EBF). ISBE has updated explanatory resources and
frequently asked questions on the
Evidence-Based
Funding webpage. Please send your questions to
EBFhelp@isbe.net
Although
specific state reimbursement for special education personnel is eliminated, the
State Board of Education is required to collect full-time equivalency (FTE) of
all staff employed or contracted to provide special education and related
services to students with disabilities ages 3-21 under the authority of the
Individuals with Disabilities Education Act (IDEA), Section 618. The data
are used for monitoring the program and activities under IDEA. In
addition, personnel salary and revenue offsets are still required for the pupil
cost sheet. Specific changes will be forthcoming in I-Star to consolidate
the data collection in one location. Complete instructions for the new
reporting requirements are in development and will be provided in the upcoming
2017-18 Personnel Instructions.
Districts and
special education joint agreements will continue report staffing and FTE data
