Final 2019-20 IDEA Room and Board Claim Payment Information

The 2019-20 Individuals with Disabilities Education Act (IDEA) Room and Board program (Revenue Code 4625) is now complete and all claims were reimbursed at 100 percent.
During the 2019-20 school year, monthly claims were paid at 90 percent to ensure sufficient funding was available to pay all claims equally. After all claims for the school year are received, an assessment of the availability of Room and Board funds is performed and a final payment is made. There was sufficient funding available this year to pay all claims for the additional 10 percent due.
The final 2019-20 school year voucher was processed by ISBE on December 2. Districts should see the final payment deposited this week.
2020-21 School Year: Due to a larger than anticipated increase in claims for the 2019-20 school year, submitted monthly claims will be paid at 85 percent to begin the reimbursement cycle. ISBE staff will monitor incoming claims and if necessary, an adjustment to the initial proration percent will be made accordingly. Once all 2020-21 claims are submitted in the fall of 2021, final proration will be calculated and paid at that time.
Reminder: 2020-21 Special Education Room and Board Claims Moved to I-Star – December 7
Effective December 7, 2020, all 2020-21 Special Education Room and Board claims will be submitted and/or adjusted in the IEP-Student Tracking and Reporting System (I-Star), the agency's web-based application for collection of all special education students and personnel approvals and claims for reimbursement. Final 2019-20 student claim and reimbursement reports will be accessible in I-Star from the Reports menu under the Residential Claims category, 'Residential Reimbursement Year to Date' report.
Users that do not currently have I-Star access should view the Harrisburg Project video at https://www.youtube.com/watch?v=vLwbwLDc80g. This training will provide a brief overview of how to operate the Room and Board functions from I-Star, as well as how to request access to the system.
