Guidance – Special Education Nonpublic/Parochial Students (Fund Code L, P and N) – Student Information System and I-STAR Entries

Please refer to the following guidance regarding the correct procedures to enter nonpublic/parochial (NP) students in the Student Information System (SIS) and I-Star.  Accurate data entries are critical to accurately compute the non-public proportionate share (NPPS) district set-aside for IDEA Part B Flow Through and Preschool.

Per federal rule under the authority of the Individuals with Disabilities Education Act, Part 300.131 states that each district “must locate, identify, and evaluate all children with disabilities who are enrolled by their parents in private, including religious, elementary schools and secondary schools located in the school district served by the LEA”.  Further, Part 300.132(b) states “a services plan must be developed and implemented for each private school child with a disability who has been designated by the LEA in which the private school is located to receive special education and related services under this part.

All NP students with an ISP must have their SIS and I-Star entries aligned to the serving district which may or may not be where the student resides.  Please follow the procedure below to properly enter these students in SIS and I-Star

  • The Home School field in SIS and the Resident District field in I-Star must be the district where the parochial school is located. 
  • The Serving School field in SIS should be the parochial school region-county-district-type-school (RCDTS) code.  If the parochial school does not have a RCDTS code, the Home School RCDTS code should be used.
  • The Resident School RCDTS in I-Star must match the Home School RCDTS in SIS.  Note:  ISBE will work towards eliminating Resident School for NP students with an ISP in I-Star.
  • The Serving District field in I-Star must be the local education agency (LEA) that provides the student’s ISP (e.g. district or joint agreement RCDT);
  • The Serving School field in I-Star should be the parochial school RCDTS.   If the parochial school does not have a RCDTS code, the Serving District RCDT code should be used. 
  • The RCDTS code for the Home School in SIS must match the Resident District code in I-Star.

  • If a special education joint agreement RCDT code is entered as the Serving District in I-Star, ISBE will use the Resident District RCDT as the responsible entity for the NP student and will be credited for the student in the NPPS set aside computations. 

SIS Entry Summary:

  • The SIS Home and Serving School RCDTS entries must align to the district where the parochial school is located and not where the NP student actually resides.
  • The Home School (i.e. public school district) is responsible for obtaining the SIS ID for the NP student.

IMPORTANT:  Essential information to create the SIS ID for NP students with an ISP should be provided by special education personnel in the serving district or joint agreement in which the serving district is a member.  Parents of NP students with an ISP do not need to formally enroll their student with the serving district or be charged any fees for obtaining a SIS ID and/or entering the student in the SIS or I-Star systems.

  • The Serving School is the RCDTS code of the parochial school or the home school if the parochial school does not have an RCDTS code

I-Star Entry Summary:

  • The Resident District must be the district where the parochial school is located and may not be where the NP student actually resides.
  • The Resident School RCDTS in I-Star must match the Home School RCDTS in SIS.  Note:  ISBE will work towards eliminating Resident School for NP students with an ISP in I-Star.
  • The Serving District must be the LEA that is providing ISP services to the NP student (e.g. resident district or joint agreement).
  • The Serving School should be the parochial school RCDTS.  If the parochial school does not have a RCDTS code, the Serving District code should be used.
