Final Correction-December 1, 2016 Child Count and Upcoming 2016-17 I-Star Deadlines

ISBE has recently learned that we have an opportunity to improve the data quality of our December 1, 2016 special education child count for the Federal Department of Education.  Therefore, ISBE will be performing one final pick-up from I-Star for students who should be counted for the December 1, 2016 child count.  The pickup will occur after Friday, June 30.   

As a reminder:

  1. Ensure that all students that should be counted for December 1 are entered in I-Star.  Students reported must be eligible to receive services or be in a special education program receiving direct or related services approved by a public school district on December 1, 2016, be at least age 3 through age 21, inclusive (i.e., through the day before the student’s 22nd birthday) (see 34 CFR 300.101(a)), and have an individualized education program (IEP) or individualized services plan (ISP) in place.  It is critical that all students with disabilities who are receiving services as of December 1 each year are reported accurately under the Individuals with Disabilities Education Act (IDEA).
  1. Ensure that all nonpublic parochial (NP) students (Fund Codes L, P and N) have been entered into the Student Information System (SIS) as well as I-Star

SIS Entry Summary:

·         The SIS Home and Serving School RCDTS entries must align to the district where the parochial school is located and not where the NP student actually resides.

·         The Home School (i.e. public school district) is responsible for obtaining the SIS ID for the NP student.

IMPORTANT:  Essential information to create the SIS ID for NP students with an ISP should be provided by special education personnel in the serving district or joint agreement in which the serving district is a member.  Parents of NP students with an ISP do not need to formally enroll their student with the serving district or be charged any fees for obtaining a SIS ID and/or entering the student in the SIS or I-Star systems.

·         The Serving School is the RCDTS code of the parochial school or the home school if the parochial school does not have an RCDTS code

I-Star Entry Summary:

·         The Resident District must be the district where the parochial school is located and may not be where the NP student actually resides.

·         The Resident School RCDTS in I-Star must match the Home School RCDTS in SIS.  Note:  ISBE will work towards eliminating Resident School for NP students with an ISP in I-Star.

·         The Serving District must be the LEA that is providing ISP services to the NP student (e.g. resident district or joint agreement).

·         The Serving School should be the parochial school RCDTS.  If the parochial school does not have a RCDTS code, the Serving District code should be used. 

  1.  Ensure that all students entered have an “approved” status record in I-Star.  It is recommended to “Recheck Edits” from the student search page on a daily basis.  To complete “Recheck Edits” from I-Star click on Approvals and Claims -> Student Approval and  Claims -> Recheck Edits.

Aug 15 – Special Education Personnel, Private Facility and Excess Cost (Approval & Claims)

Aug 15 – Special Education Other Student Populations - Funds A, K, N, L, P and U (Approval)

Nov 1 – Final 2016-17 Special Education Room and Board Claims

Nov 1 – Special Education Orphanage - 2017 Summer - Fund D, E and F (Approval & Claims)
